Baldwin, 50, veteran Republican Congressman from Contra Costa County, will be flown back to his native California for burial. Funeral services for the distinguished legislator, who died last night at Bethesda Naval Hospital near Washington, have been scheduled tentatively for 2 p.m. Monday in the Danville Presbyterian Church, where he had worshipped. He had been under hospital treatment for cancer for the last six weeks. His wife, the former Mary Isaacs, was at his bedside when he died shortly before midnight. She said her husband was mentally alert until the end. He had believed until recently that he had recovered from a tumor operation about a year ago, Mrs. Baldwin said. ALSO SURVIVING are three daughters, Georgia, 19; Doris, 13; and Sylvia, 11. He had represented California's 14th district (Contra Costa County) for 11 years. He was the second ranking Republican in the powerful House Public Works Committee. Baldwin was a leader in the successful fight to retain the Bay area's three major : naval shipyards. "He fought for his own life," Mrs. Baldwin said, "with the same tenacity that he fought for the best interests of his congressional district, his State and his Nation." , State Assemblyman Jerome R. Waldle (Dem.-Antioch), who has been mentioned as a possible candidate for Baldwin's seat in Congress, said herts last night that "the Congressman was a good friend of mine I'm just sick about it." He was a member of a pioneer California family which has lived in Contra Costa County for 114 years. He was graduated from the University of California in 1935, majoring in accounting and finance. He was a member of Phi Beta Kappa, national scholastic honor society, and of Beta Gamma Sigma, economics honor society. AT UC HE HAD been a member of the track and cross-country teams and of the Circle C Society. He served in the Army from 1941 to 1946, rising in rank from private to lieutenant colonel. Baldwin returned to UC after the war to study law. He was president of his class at Boalt Hall from 1946 to 1949. He was a member of the Contra Costa County and California State Bar. His memberships also Included veterans organizations, recreation and Grange councils, the Native Sons, the Sierra Club and the California Republican Assembly. DURING THE anti-Vietnam demonstrations aimed at troop trains in the East Bay last year, Baldwin had urged the Defense Department to assign Federal marshals to guard the trains. Last year he was honored with the 1965 National 4-H Club Alumni Award for his support of agricultural legislation. He led the fight in 1964 which successfully blocked a proposal to construct a San Luis Drain which would have increased pollution of San Francisco Bay.
